THE GOOD INTENTIONS OF HON. DASUN PETER PHILIP TO STAND FOR PLATEAU PEOPLE AND THE CONTRADICTIONS OF PARTY POLITICS

BY Kushi Libi Isaac

The legislature is an independent arm of government which is equally the nucleus of democratic government.
It is the only institution that differentiate between democratic government and other systems including military junta because other systems have the judiciary and the executive in place.

The legislature is saddled with the responsibilities of making, amending of laws, vetting and passages of budgets from the executive, screening of selected nominees, representations of their various constituencies and cardinally, oversight functions. Thus to include checking executive excesses, rascality, clannishness and lobsideness in appointments and projects.

In 2019, Hon Philip Peter Dasun was elected member representing Pankshin North constituency in the Plateau State House of Assembly under the platform of the All Progress Congress ( APC).
Upon assumption in office, the Hon member representing Pankshin North constituency was appointed spokesman of the house which is a bipartisan seat, a duty he performed to the best of his abilities much to the delight of his colleagues across party lines, constituents, senatorial zones, Plateau State indigenes and the country at large. He kicked the ground running with bills, motions and resolutions during plenaries, committees and oversights functions, wooing of state projects to his constituency, renovations and constructions of new basic infrastructures and human capital development of his constituents much to the delight of the electorates, pressure groups, media and civil society organizations.

Plateau State has had a share of ethno-religious violent conflicts that has cost many lives from all divides and recently in 2021 after few years of relative peace.
After series of attacks, counter attacks, reprisals and counter reprisals on plateau state natives, non indigenes, residents, and commuters;
The Plateau State House of Assembly on August 27th 2021 unilaterally across party lines passed a bipartisan resolutions calling on the all Plateau State indigenes to “protect themselves” which is the first law of nature in line with their Constitutional rights to self defense.
The House of Assembly equally charged the state governor to be up and doing as the chief Security Officer of the state, a duty he swore to an oath to uphold with sanctity or else they will invoke their Constitutional responsibilities on him depending on the gravity of misconduct if found after investigations.
The resolution also cautioned the security agents to be neutral and proactive in bringing all the perpetrators to justice for the better good of Plateau State and Nigeria at large.

Hon Philip Peter Dasun as the spokesman of the house courageously performed his duties by holding a joint conference to read out the resolutions of the house to the good people of plateau state.
To the disappointment but not surprise of many, a group who lay claims as Pankshin Elders Forum led by Elder Diket Plang issued a press release in coming days distancing themselves with Hon Philip Peter Dasun forgetting, mischievously or ignorantly interpreting the press conference as that of the member’s and not the whole bipartisan House resolution.
The Pankshin Youths, Women and other pressure groups rose in defence and support of the member representing them to the delight of his constituents and Plateau State indigenes at large.

On the 31st of August 2021, an APC caucus in the House of Assembly passed a voice of confidence on the Plateau State governor Hon Simon Bako Lalong which Hon Dasun was in attendance.
To many who don’t understand, there is no room for independent candidature in our electoral Act and Hon Dasun was elected under the platform of the APC meaning, political parties sponsor candidate and invariably it’s the party logo that’s on the ballots and not the face or names of the candidates and if there’s any litigations the party is the first defendant and the candidate is a joint or co-defendant in any legal matters in the tribunal or any form of litigations.

The presence of Hon Dasun angered few of his supporters who don’t understand how the system works, and mischievous elements were cashing on it and blowing it out of proportion as betrayal of trust. But many who understand partisan politics, he’ll definitely identify with the party that brings him to power and bringing development to his constituency but not at the expenses of their lives because he has vowed to protect lives and properties which is the primary objective of being in government and such situations transcends partisan politics.
Most importantly six (6) items the House of Assembly demanded the governor to work on, he has worked on five (5) of them and the results are to be felt within coming weeks and months as normalcy is gradually returning to Jos and Plateau State in general after adopting to their six recommendations within three (3) days.

The House gave the governor six items about security in the resolution to work on within 2 weeks.
1. Visit the Yelwan Zangam community to commensurate with them.

2. Pay hospital bills of survivors just is he did to the travelers of Ondo

3. Address people of plateau and show them empathy.

4. Visit the Irigwe Nation and extend relief materials to them

5. Hold security meetings across stakeholders in the state to improve the security situations in plateau and to protect it’s heritage.

6. Allow Local Government Chairman to employ vigilante and hunters to boost local security instead of the adhoc staff.
The governor did 5 out of 6 within 3 days, the action that attracted vote of confidence from the Apc stakeholders at their meeting. Legislative protocol has it that Majority leader moves motions while deputy majority leader seconds, a position Hon Dasun holds for the party. As a deputy majority leader of the party Hon Dasun philip peter has a responsibility to second such motion weather he likes it or not. The plateau people must understand that party politics is a different ball game from general politics. And also to understand the fact that Lalong was not the target but peace and stoppage of the killings was the main target.

It is imperative to note that the legislature is an independent arm of government that is never an extension of the executive but still under a democratic configurations in a presidential system which the president or the government is the head of the government.
The legislature is never a parallel government and synergy between both arms is in the best interest of the people.

Hon Dasun should be commended for standing for the Independence of the legislature and standing tall ahead of partisan politics in saying the minds of Plateau State people with that press conference and him being present in party caucus meeting that endorsed the governor is a normal political routine and such was not done in the house during plenaries but at the state government house.
